The Security Service of Ukraine jointly with the National Police documented war crimes committed by the deputy head of the "correctional facility No.7" in the Vladimir region of Russia. It is a Russian citizen Alexei Khavetskyi.

This was reported by the Security Service of Ukraine on Monday, January 6.

What is known about the case

Late May 2023 through February 2024, Khavetskyi personally participated in the torture of Ukrainian prisoners of war. Among the methods of torture:
- the use of electric current;
- setting guard dogs;
- regular beatings;
- prolonged deprivation of food, water and medical care;
- detention in frozen cells without heating or outdoors at low temperatures.

Torture was intended to "beat out" confessions in fabricated cases or to force prisoners to cooperate with the occupiers.

Based on the evidence collected, Khavetskyi was served a notice of suspicion in absentia under Part 2 of Article 28, Part 1 of Article 438 of the Criminal Code of Ukraine (war crimes committed by a group of persons by prior conspiracy).

Despite the fact that the criminal is in Russia, measures are being taken to find him and bring him to justice.

As a reminder, Ukraine has been recording Russia's crimes since 2014, but since the beginning of the full-scale invasion, there have been many more. So far, more than 150 thousand war crimes committed by the Russian Federation in Ukraine have been identified.

We also wrote that President of Ukraine Volodymyr Zelenskyy met with Secretary General of the Council of Europe Alain Berset. They discussed the creation of a special tribunal for Russia to punish it and bring it to justice.
